This is just a clip of Prof. Taylor's talk on the history of secularism. Here he explains how the "separation of Church and State," does not mean there is an intrinsic polemic between the State and religion.
When forces resisted a takeover by a hegemonic religious institution (ie. the French Church during the Revolution), then the Church vs. State rhetoric was used.
It in no way means that religion plays no part in State function because it would be impossible to separate the two if one understands the nature of both to a decent degree.
